These limits apply to the whole message, not just the file — your email text, signature, and any inline images count too. And when a file is attached, it gets encoded in a way that adds roughly a third to its size before it travels, so a 20MB file on your desktop can become closer to 27MB by the time it's sent. There's also a second limit to think about: the recipient's inbox. Even if your provider lets you send 25MB, if they're on a smaller corporate mail server, their limit is the one that decides whether the message gets through.
Zipping a file works well for text documents, spreadsheets, and other files with a lot of repeatable data. PDFs are trickier — if the file is large because of embedded high-resolution images (which is the most common reason), those images are already fairly compressed, so wrapping the whole thing in a zip file barely shrinks it further.
